I was wondering if you could help me with the below, as I've found some conflicting terminology in Oracle's documentation, as to whether this is considered to be 'patching' or 'upgrading', going from version 12.2.1.3 to 12.2.1.4.0 on weblogic:

the following document does not clarify it completely but suggests that it might be an 'upgrade':

whereas the following document supports that it is a patch set release:
