What can cause the Periodic Alert Scheduler to be disabled?
Could it be that the user who enabled the Periodic Alert Scheduler has had the Alert Manager responsibility disabled? Or that the Alert Manager responsibility itself has been disabled? Does this have anything to do with the SA System Development or Application Developer responsibilities?

Can any account enable the Periodic Alert Scheduler or does it have to be done with Sysadmin?
