MFP Cost solution is not getting build with Template status as active

Hi Experts,

We tried to build MFP cost after converting the configuration by generating cost template using plug-in. Once was done we pushed the config and all associated files to FTP (since using VM). Build with this failed stating it conflicts with base config. Though we didn't change anything in config it was GA Cost version generated using base plug-in platform still didn't allow us as it assumed that we are not using GA.

Question 1 : Any additional insights around template status ? Based on reading docs i understand there are a few additional validations happens as part of build and patch if config is with-in MFP boundaries. Are these only validations or have impact on future releases ?
