Sourcing Collaboration Team for Scoring, RFI Evaluation & Feedback

A Prospective eBS customer is asking if he were to add collaboration team to be associated for an RFI / RFP on Sourcing Bid Evaluation, will he have to subscribe for all those users added to the RFP as Users in EBS. Will there be an impact to Sourcing Licenses. He has different teams - Facility, IT whose bids and collaboration team are completely different.
