How to Assign Sequence Number Only When a Document is Approved ?

I’m working on configuring gapless document sequencing in Oracle E-Business Suite R12.2.12. I have successfully set up a gapless sequence for documents like JORNAL ENTERY. However, the sequence number is currently being assigned as soon as the document is saved (even as a draft), and if the document is deleted, the number is skipped (e.g., PR 403 is deleted, and the next number becomes 404).
