Using P42117 to release a backordered line and line goes immediately back to backorder

Trying to release a line where there is plenty of available quantity and is not on hold and when releasing the line immediately goes back on backorder. I.e Quantity gets moved to Quantity Shipped SOQS and then goes back to Backorder Quantity SOBK on the detail line.

Have also tried running the re-commitment, R42995 on the part and that has not helped.

Any other things to look at?
