Why the oracle.exe file do not have digital signature/certificates? Is there a specific reason?

Hello,
I have downloaded the Oracle database installer for windows from the official oracle site with the partner program credentials. Now if I check the oracle.exe or any other .exe file, it do not have digital signature however some .dll's have the signatures. Can anyone please let me know why is so?
