Can we skip the Repository Merge process while applying the Siebel Patchset 24.8 ?

Hello Siebel Expert,

We are currently using Siebel version 23.8 and are considering applying the Siebel IP24.8 Patch Set. We understand that Siebel IP24.8 includes an optional repository merge step.Is it feasible to bypass this repository merge process within the Siebel IP24.8 Patch Set and execute the repository merge procedure in a subsequent patch set ?
