Installing rapidwiz steps not clear

Oracle E-Business Suite Release Notes, Release 12.2 (Doc ID 1320300.1)

Oracle recommends using the latest startCD (currently 12.2.0.51 - Patch 22066363) to install or upgrade to Oracle E-Business Suite Release 12.2.0.

so do we only download the software from edelivery , or download it using the patch 22066363 or both of them then unzip the patch 22066363 into the downloaded source

Also patch Patch 36541996 over 2206636 if for database 12c , i am on 19c , do i also add it to the list
