Looking to patch db to update AES algorithms

I am running oracle database enterprise edition 19CR24 under RH9
I am reading the Oracle Database Security Guide, 19c. E96299-49 June 2024.
Under Part IV Securing Data on the Network, chapter 18 they recommend to patch the database as
The AES algorithms have been improved. To transition your Oracle Database
environment to use stronger algorithms, download and install the patch described in
My Oracle Support note 2118136.2.

I go to the note and get:


Assistant: Download Reference for Oracle Database/GI Update, Revision, PSU,
SPU(CPU), Bundle Patches, Patchsets and Base Releases (Doc ID 2118136.2)

And there is no mention of the specific patch. Maybe the update to the algorithms was included in the July CPU?
