REP-52266: The in-process Reports Server rep_wls_reports_mpr-tst-app-110 failed to start.oracle.repo

On July 26th, our DBA's migrated a database that we use for a test server running an Oracle Forms application to a new server. At the time I performed a check on what some of the common thing's user do in our oracle Forms application. This week I applied patch p36822778 to the same instance. After applying this patch, I tried running some reports and I received in the browser tab the error "REP-52266: The in-process Reports Server rep_wls_reports_mpr-tst-app-110 failed to start.oracle.reports.RWException: IDL:oracle/reports/RWException:1.0"

Looking at the WLS_REPORTS-diagnostic.log it appears that these error may have started at the time we migrated the database. The good news is that the reports on the production server that the end users care about are all working without issue.
