How to Process New Hires After Fluid OE Closes

I guess in a perfect world Open Enrollment would finish on December 31 so that new hires after OE closes would be just another Event Maintenance for next year. However, our OE is from October 1 through 15th. How do we process New Hires after Fluid OE closes?

Obviously, they first would have to complete their Event Maintenance for the rest of this year, but what about next year? Some of our Benefit Programs require re-enrollment for a new year, so it's not like we can just have them roll over into the next year without any changes.
