PeopleSoft Physical Inventory Quantity Not Pulling into Update Counting Event

Navigation: Inventory > Inventory Counts > Prepare Counting Event > Create Counting Event

We created a new counting event for a new inventory business unit.

Navigation: Inventory > Inventory Counts > Perform Count > Update Counting Event

However, when we pull an item to update, it shows the count quantity as zero and not what is reflected in physical inventory.
In tested in our test environment, and it worked perfectly reflecting what is in physical inventory. Again, in test, I cancelled the counting event and rant Create Counting Event again. It now shows zero just like production does.

I am new to this process, and what I was told is that count quantity should reflect what is in physical inventory initially so it can be updated if the count is off. How do I fix this issue?
