If a BUYER changes another BUYER's PO, would you expect the new buyer to be added to that PO?

If BUYER(A) updates a PO (change a date etc) on a PO where the buyer is currently BUYER(B), when would you expect Oracle to update the PO and include BUYER(A) as the buyer from this PO or would the original BUYER(B) remain
