Cobol error after applying Regulatory Updates from PUM32

Hi I just applied regulatory updates from PUM32 to CS 9.2 on PT 8.60.07.  Users are recieving the following when running cobol FAPSAROO.
Please advise if you any have you have seen this issue.  Thanks -AG
