PeopleSoft HCM 9.2 PUM 38, Tools - 8.58

Is it possible to split CC email list based on Recipients? So far i've seen it doesn't seem to be possible.

For example we are sending a notification to an employee and cc'ing their manager.

The email sent should have
"To": Employee ID
"CC": That employee's manager ID

I created a query that returned two employees. Used the same recipient notification in To and CC but only "To" recipients received their emails individually but the CC contained both their email addresses.

So is this possible to accomplish?
