Can we add withholding tax in Cash Advance and Expense Report?

Our user want to add Withholding when create Cash Advance and Expense Report, yet the column is not available when create Cash Advance and Expense Report.

Also, withholding tax column become greyed out for Invoice Payment Request that generated from Expense Report.
