Why is my metadata extract app file blank?

Hello, we are on HFM version 11.2.8.

On a monthly basis, we extract our metadata in .app format.

However this month, the .app file that downloads is blank. The download log says it is successful. When I extract the metadata in .xml format, I can see the metadata. Why is the .app metadata extract file empty? Thanks for your help!
