Need to flip IB trackable flag for N to Y For items Having Onhand

We have few Items with Onhand for which we need to flip IB trackable flag for N to Y and need to create IB records for Historical shipments for these items. As per Standard Process , we need to move out Onhand , flip the IB flag , bring the historical transactions and then again move back in the onhand Quantity.
We have around 400K of onhand Which also includes consigned Inventory Onhand. Moving out the inventory will have Dollar Cost and also will impact inflight Shipments.
We need an solution where we can flip the IB flag without Moving out the Onhand Inventory
