ePro Fluid Req partially dispatched

ePro Fluid Req Request State is Partially Dispatched because 2 of the lines were not sourced to the PO during PV_PO_CREATE. We tried Copy Requisition into PO and the search does not find the requisition. How do we add the 2 unsourced lines to the PO so that the pre-encumbrance is released and the PO has all lines?

There is no indication of an error in Sourcing Workbench. The two req lines not sourced to the PO have a Source Status of Available. All Lines on the requisition are Amount Only, Qty 1.

Message Log and Log Trace include a few strange lines:
