Targets not included in blackout after RU23?

OMS13.5 - RU23

Hi,

Clicking this option after selecting a db instance for a blackdown dont longer include the host, listener etc?

"enable full blackout on all hosts included in this blackout. a full blackout places the host and all targets on the host (including the agent) under blackout."

Any ideas?
