Oracle Enterprise Manager Cloud Control 13c without local database

I am installing Oracle Enterprise Manager Cloud Control 13c Release 5 on host2. But Oracle database 19c is installed on host1. While installation it is giving below error

"Error: oracle.sysman.top.oms:The plug-in Repository Configuration has failed its perform method"

Database connectivity is working fine. Required Schemas and tablespaces are creating properly.
