TDE Wallet backups are not working after installing ODA 19.24

On x8-2s ODA running 19.24 I noticed that after patching from ODA 19.22 to 19.24 our TDE wallet backups are not showing up. I tried to run a separate backup of the wallet using this command but it fails to backup the key:

odacli create-backup -c TDEWallet -i <db id…>

This is also happening on another ODA x8-2s at another location.

I searched Oracle support but couldn't find anything.
