Can someone tell me if PeopleSoft 9.2 payroll collects Taxes Not Taken from a previous check?

This is for Payroll. An employee had earnings where there were Taxxes Not Taken and assumed that they would be taken on the next check. Do they need to be manually added to the Payline as an addition in order to be taken?
