How do I get rid of the error "You are not authorized for this page" on the Applicant list?

In setting up and testing the Recruiting homepage, I granted the PS delivered security role Recruiter Fluid but when I access the Recruiting homepage the Applicant Lists tile displays "You are not authorized for this page". I can click on the page,

and it takes me into the page and I can see applicant lists so the functionality is working.

I reviewed the security permissions on the Recruiter Fluid role and in the delivered permission lists, I did not see access granted for Menu: HRS_HRTR, page/component: HRS_APPL_LIST so I added a new permission list to the role to grant access to the page. I ran the security sync jobs but still get the same message on the Applicant List page.
