Can I create a minimum spend limit for a non catalog item?

Hello,

We are using Oracle EBS 12.2.12. We have a vendor that requires a minimum spend quantity or else we get hit with a fee. This vendor is currently set up with a punchout in iProcurement. Does anyone know if there is a way to set up an alert that lets the user know that they are not meeting this minimum spend limit before the system allows them to place the order? Does anyone know of a way to accomplish this? We do have the Approvals Management module installed as well and could use it for approvals, but the issue there
