How to save p6web user view to multiple users

I'm helping out a company that uses p6web. They upgraded to version 21.12.13 this year. I can't see how to save a user view to another user. When I go to Manage Views if I select a view that has Multiple Users I see the Access link to the right. But when I select a user view the Access link disappears. How do I add access?
