how to force weblogic 12.2.1.4 admin console login to use TLS, but still keep HTTP for emergency

Details -

I have both HTTP and HTTPS configured on 7001 and 7002 respectively. Enabled SSL for node manager to communicate with managed servers for startup etc. But not all managed servers are HTTPS enabled.

I would like to force Admin Console logins to use HTTPS, but still keep HTTP in case the certificate expires or has any other issues

Please let me if there is a way to do this
