Oracle 19c EM database express

I have an oracle 19c, and would like to use the EM database express to monitor it.

I connect to URL that was setup during database creation, but I'm not able to see any data display there.

The resources dashboard , the SQL monitor,Performance dashboard all showed no data.

I can only see storage tablespace dashboard.

The parameter control_management_pack_access is set to none, as I understand it, I would need a license if I want it to change it to diagnostic or diagnostic + tuning.

Does it mean I cant use it without any license or is there anything that need to be configured just for basic monitoring?
