P6 22.12 Professional Integration API, jdk-11.0.5 - Unique constraint (Resource Id) violated

User is using P6 22.12 Professional Integration API, jdk-11.0.5. While loading data to the P6 database Following error is received:

"Resource Id: Unique constraint (Resource Id) violated. The value Mech of the field Resource Id already exists."

I do not see any duplicate value we are uploading to database.

This happens with only one user even everything is installed fresh. It works OK for all other users.
