ORA-28576:lost RPC connection to external procedure agent after July 2024 DB and OJVM patch

Getting (most of the time, sporadic) esri error ORA-28576: lost RPC connection to external procedure agent after we applied 19.24.0.0.240716 Oracle Java OJVM and DB Jul2024 Bundle Patch 19.24.0.0.240716 (Oracle on Windows ) . All previous patches (last year, Jan2024, Apr2024) applied/tested without problems.

After we rolled back the July's 2024 patches (DB and OJVM) - we are not getting this error any more. So, seems like a patch problem?

Any ideas?
