Internal Sales Order Creation Issue - Internal Requisition [IRSO Issue]

Hi Oracle Team,
We are trying to create IRSO, but we cannot do it.
Internal Sales Order Creation Issue - Internal Requisition.

Followed Steps

1] Internal Requisition Created.

2] Approved Created Internal Requisition.

3] Run Program 'Create Internal Orders'

We checked the data is inserted into OE_LINES_IFACE_ALL but the order is not created, and the data is stuck in the interface table.
