Withholding Tax for India

Hi All

We are working on India project and need to setup withholding tax (TDS in India). But we don't have India localization module. I am trying to setup below scenario which is typically applicable in India

TDS @10% and thresh hold is 10000.00 INR

  1. Vendor submits multiple invoices from time to time. Withholding is not applicable till the sum of invoices reaches 10000.00 INR
  2. Any new invoice (say 5000.00 INR) received after that, then the Withholding tax @ 10% will be applicable on 15000.00 (retrospective amount)

I tried various option is standard withholding tax setup. But not able to handle this scenario

Need help on this.
