Non-CDB gets ORA-65212 error

I used 12c RMAN backup to restore to 19c database and upgraded without any error. However, I got the following error when I used it later
ORA-65212: operation not allowed from outside an application root
ORA-06512: at "SYS.DBMS_RLS_INT", line 23
ORA-06512: at "SYS.DBMS_RLS", line 54
ORA-06512: at "OGC.OGC_DDL_UTIL", line 3184
