Why can I not use the Request Information link after WR status changed to Additional Information?

We are running 12.2.10 in a test environment and appear to have an issue with the work request (WR) approval workflow. We have all workflow email notifications routing to a test inbox. We are unable to Request Information after changing the WR status to Additional Information.

To reproduce the issue:

Create WR in EBS > Open 'Action Required…' workflow email > Click 'Additional Information' link > Enter 'Additional Information Comments:' in the email body > Click 'Send' > WR Status changes to 'Additional Information' and a new 'Action Required…' workflow email is sent > Open the new 'Action Required…' email > Click 'Request Information' link > Enter 'Question:' in the email body > Click 'Send' > New 'Closed…' workflow email is sent indicating that the original email had already been actioned, the creator of the WR does not receive notification about a request for information.
