OGG PUMP Abended OGG-02271: Decryption key is missing and record can not be filtered out

The GoldenGate data pump has abended with the error "OGG-02271." I have confirmed that all required decryption keys are present in the ENCKEY file and that the file is accessible. The key file contains four AES-128 keys and one AES-256 key. This setup is on Oracle GoldenGate 19c running on Windows 11.

Testing in the virtual machine operates without issues; however, the error persists on the production servers. Notably, the environments between the VM and production are configured identically.
