Tab Sequence is not working as expected through Personal Forms Manager

Release 9.2.7.2

We are trying to edit tab sequence but our tab sequence #21 hops back up to Form Actions Drop Down even though there isn't an actual tab sequence showing on that drop down thru Personal Forms Manager.
