Attachments do not work in Message

JDE E1 9.2 and Tools: 9.2.7.6

I have a Message service request in the orchestrator to send emails with attachments. We have SMTP configured, and email goes out, but no documents from the Media objects structure GT4915 and GT4201A are attached to the email. There are .pdf documents attached to the shipment header and sales order header in the F00165 table.
