Install Base Transaction Errors

While in the process of tidying up Install Base records we have come across some issues with a awkward cause. We have several transactions that are in an expired status but we cant un-expire due to due to prior transaction. Investigating the transaction blocking the expiring it appears to date from a time before the item had install base tracking turned on.

Has anybody come across this before? If So had did you solve it? Personally I cant think of a solution except for some how breaking the link.

We are using Oracle version R12.2.11
