New Withholding tax Issue

We have a new requirement where need to update new rate for the existing WHT tax code

so we need dated the old rate sep-24 and create a new rate with Oct- 24

When we create invoice with invoice date -OCT-24 able to see the new changes
but when we create invoice with invoice date - SEP-24 unable to see changes

Can any one confirm we need to consider invoice date or GL date to reflect new rate changes ?
