Upgrade from V4 to V24

in Oracle Application Express (MOSC) Question

We have a database that we just upgraded to 19c. We are now trying to upgrade Apex from the current version(4) to the latest(24). Is this possible at all? If yes, is this possible to upgrade directly, or what are the steps?
