cannot connect sqlplus after sys password change

Unable to connect to sqlplus sys@prddb. after the sys password is changed .

getting below error . But tnsping to database is successful. This has happened after i have changed the sys password using alter user sys identified by command .. It shows the password has changed but cannot connect with new password .

Tried to create password file using orapwd but again getting same issue after that . Am i missing something basic , please advise .
