API or Query to populate Assignment Time Information

I'm looking to update and create assignment time information/earning policy details for several hundred users. I believe the details are stored in hxt_add_assign_info_f. Are there any API's that are able to accomplish this? I'm not finding many resources for updating/retrieving this data via SQL, so any insight is much appreciated!
