F4211 Release Date and Time

We run JDE 9.2.7.2

I am wondering if you may have a document on how the Release Date (RLDJ) and Release Time (RLTM) fields work in F4211. Right now, we are not populating them, is this used a certain process like EDI or what are these fields meant for? We would like to record when we received a PO from a customer but they are hidden from the user. A form extension is the only way I can think of that would bring them to the screen so a user could manually fill out?
