in PON_AUCTION_HEADERS_ALL, I need to find where the field LAST_UPDATED_BY comes from

I have an issue with an RFQ that appears as "DELETED" and I am trying to fin who was the last person to update but I don't know how to get that information.

Field: LAST_UPDATED_BY (To what table is pointing this field)
