Unable to load ISOs to storage domaine & novnc error

In a newly deployment of self hosted engine with two hypervisors, when testing connection in the upload screen we receive below message:

Ensure ovirt-engine's CA certificate is registered as a trusted CA in the browser.

Also we are not able to connect to vm console using novnc. (novnc:something went wrong,connection is closed).

NB: we have already imported the CA certificate into browser.

OS version : oracle linux 8.8 (5.15)

OLVM version : 4.5

First situation ; the encryption is enabled in the cluster, and vnc_tls=1.

Second situation: Same error when disabling encryption in the cluster, commenting out (vnc_tls=1, vnc_tls_x509_cert_dir="/etc/pki/vdsm/libvirt-vnc") and reinstalling KVM hosts.
