How can I create an FIT exempt Regular Earnings element for NRA tax treaty limits?

I asked earlier if Oracle supported treaty limits - and the answer is no. Use to under Windstar, but now nothing. There is some tax help with Vertex. But not the FIT exempt part. We have 1000+ people that need this functionality. I need to be able to pay their regular earnings as FIT exempt until they hit the limit and need the tax balances to reflect that. When we mark their federal tax card as FIT exempt, and FIT exempt from wage accumulation. FIT subject is not reduced. FIT is not withheld, but the FIT tax balance gross
