State and Local Taxable Wages On W2

We have an employee who lives in Ohio and works in Wisconsin. Due to the nature of their work, we have them set up for 70% taxation in Ohio (local tax is Columbus) and 30% taxation in Wisconsin. While working through the Year-End Patch Phase 1, and running their W2, I noticed their OH YTD taxable wages matches box 1. Shouldn't the combination of both OH and WI equal box 1? Also, regarding their local taxable wages, shouldn't that also match their state? Currently, their YTD local taxable matches their Medicare amount in box 5.
