Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Need help to understand "Patch has been superseded" for 19.18.0.0.0

Hello

We have a 19.11.0.0.0 database that we are trying to patch to bring it to 19.18.0.0.0

But when we got the download page to download the 19.18.0.0.0 patch (patch 34765931) we saw the following message

what does this mean? We cannot apply 19.18.0.0.0 patch and instead should apply 19.19.0.0.0?
