utl_http used call external rest api , other than any other methodology

Hi,

I finding utl_http used to call external rest api Oracle eBS Pl-sql package. other than utl_http, any other methodology we can call External rest api Oracle Pl/sql pacakge. Can you confirm.

If i call utl_http, any performance issue will be there.
